Eastern Region Metropolitan Zone Emergency Management Project

Project Overview

The aim of the Eastern Region Metropolitan Zone Emergency Management Project is to align participating Councils' Local Emergency Response and Recovery Plans with State Agencies, to produce an all-discipline and all-hazards approach to emergency risk management across Adelaide's Eastern Region.

The five council's involved in the project are Burnside, Campbelltown,  Norwood Payneham & St Peters, Prospect and Walkerville.

The Project Management Team is comprised of individuals representing all five Councils who have expertise in emergency management, community development and assets and special projects management.

Emergency Management Australia provided the funding for the first two stages of the project which commenced in 1 July 2006 and continues through to 30 June 2008.

Stage one involved the cities of Burnside, Campbelltown and Norwood Payneham & St Peters with the City of Prospect and the Town of Walkerville joining the project at Stage 2.

The project outputs have included:

- an updated Local Emergency Response Plan for each participating Council;
- a list of emergency events and potential impact on parties affected by an emergency including residents, business, infrastructure and essential service providers, the environment and recovery and response teams;
- Community guidance on preparing, responding and recovering from floods, earthquakes and fire events;
- development of a database identifying key infrastructure and a profile of the community to assist in identifying the community issues that need to be planned for in an emergency;

In addition, an Emergency Risk Management Handbook has been compiled to assist with planning processes.  

Going Forward

The State Government has divided Adelaide and Greater Adelaide into regions. The Eastern region metropolitan zone of Adelaide is expected to include the five councils currently involved in the project, with Unley and Adelaide City also anticipated to form part of the region.

The State agencies involved in emergency management have undertaken to support the project in Stage 3 (commences 1 July 2008) where the key focus will be to ensure the State agencies and Councils work collaboratively to ensure the collective resources of all will be effectively deployed in the response and recovery phases of an emergency.

The Councils will continue to undertake capital works and projects that help reduce the impact of an emergency such as floods.
